MOH Certificate

Referring to the Ministry of Health, MOH Certificate in the context of manufacturing could mean the GMP certificate or the product registration. Product registration can be seperated into Cosmetic and “Medicines” under the MAL Registration.

Imported medicines must be registered with the Ministry of Health Malaysia before they can be sold or marketed to consumers in Malaysia. Products that are registered are guaranteed in terms of safety, quality, and efficacy. Both registration numbers and Meditag Hologram labels must be on the label or packaging of registered medicines. The National Pharmaceutical Regulatory Agency uses administrative codes after the product category and the categories of registered product. The product is manufactured by a certified contract manufacturer and sold only for export and not for sale in the local market.

Registered medicines must carry both registration numbers (ie  MAL20205467T) Meditag Hologram labels on its label or packaging now called FamaTag since 1st September 2019. A valid registration number begins with “MAL”, followed by 8-digit numbers and ends with an alphabet to indicate their registration category.

The categories of registered products are as follows:

A – Controlled medicines
– Over the counter medicines (OTC)
– Natural Products/ Traditional Medicines
N – Health Supplements
H – Veterinary Products

In addition, there may be administrative codes used by the National Pharmaceutical Regulatory Agency (NPRA) after the product category. The administrative code is:

C  – Contract Manufactured (the product is manufactured by a GMP certified contract manufacturer)
E – For Export Only (FEO) (the product is to be sold for export only and not for sale in the local market)
R –  Packed and/or repacked (the product is packed and/or repacked by an approved GMP certified packer and/or repacker)
– Second source (the product is from a second source/ approved second manufacturer)
–  Orphan products
– Products gazetted as zero-rated under the Goods and Services Tax Act 2014, Goods and Services Tax (Zero-Rated Supplies) Order 2014.

KKM Product Registration

KKM meaning Kementerian Kesihatan Malaysia Registration means the process of informing or registering with the Ministry of Health about a product such as cosmetic, supplement, traditional, over the counter, drug or Poison.

NOT

NOT is an abbreviation for notification which is the registration process for cosmetics.

Interestingly it does not consititue an actual approval, withdrawals and cancellations can happen without contest.

MAL Number

MAL Numbers are reserved for items which are considered as medicines and usually have medical claims.

The items categories include:

A – Controlled medicines
– Over the counter medicines (OTC)
– Natural Products/ Traditional Medicines
N – Health Supplements
H – Veterinary Products

Why

Registration is required to ensure the products comply with the Laws of Malaysia this includes upto the advertising act, permitted ingredients and ingredient concentrations confirms to the safety guidelines set by the Ministry of Health Malaysia.

Is it an Endorsement?

No. In-fact NOT for Cosmetics meaning notification is purely a notification to the Ministry of Health Malaysia about the cosmetic product and most Cosmetics are approved prior to withdrawal and/or cancellation.

Withdrawal? Cancellation?

Means the registration has been withdrawan or cancelled by the owner or ministry of health.
